The Strategy to Prevent and Minimise Gambling Harm takes a public health approach to reducing the negative impacts of gambling on individuals, whānau, and communities across Aotearoa. Led by the Ministry of Health and Health New Zealand, the 2025–2028 strategy sets out how services will be funded and coordinated to prevent and respond to gambling-related harm.
Key priorities include increasing access to treatment and support, improving prevention and early intervention, and strengthening the overall effectiveness of support services. The strategy is funded through the gambling levy, ensuring it remains fiscally neutral to the Crown.
Grounded in community-led approaches, the strategy seeks to place decision-making closer to the people most affected. It also acknowledges the disproportionate impacts of gambling harm on Māori, Pacific peoples, Asian communities, and young people—and includes a strong focus on addressing these inequities.
