In 2018, Edith Moore co-founded the Drua Va Manuia Village with Papali’i Seiuli Johnny Siaosi (KSM), which later expanded into 3Village1Island, a collective bringing together three Pacific lived experience communities: Mana Pasifika (Disabilities), Tangata Moana Nui (Mental Health), and Drua Va Manuia (Addictions). Her work ensures these initiatives remain grounded in lived experience and cultural relevance.
Tiare Ruperupe Leadership Framework
The Tiare Ruperupe Leadership Framework was birthed in 2009 as a vision for Pacific leadership in the addiction and recovery space. It recognises that Pacific people bring unique cultural intelligence, relational strength, and collective ways of knowing and doing. Tiare Ruperupe became the symbolic name for this framework—a flower that embodies resilience, beauty, and cultural depth.
This framework grew from the belief that leadership grounded in lived experience (LE) is not only valid—it is vital. In Pacific communities, healing happens in relationship, in village, in story, in song. The framework honours these truths by creating space for Pacific peoples with lived experience to step into leadership roles that are culturally safe, values-based, and future-focused.
The very first gathering of the Drua Lived Experience leadership village was hosted by Odyssey, bringing together Pacific people with lived experience to imagine what leadership could look like in this space. It marked the beginning of a shared movement—one centred not just on recovery, but on visibility, connection, and transformation.
The Tiare Ruperupe Framework encourages leaders to:
- Lead with heart and humility, recognising the interconnectedness of all people.
- Honour ancestral wisdom and the role of culture in healing.
- Build collective power by uplifting others and fostering safe spaces.
- Act with courage and authenticity, knowing that visibility can be healing.
- Focus on what can be done today, while holding a vision for tomorrow.
This is not a framework you download—it’s one you live. It grows with each conversation, each gathering, each act of courage from a Pacific person saying: “This is who I am, and this is how I lead.”
